If this is the case then we need to find out the organization(s) behind this and expose them. It would be interesting to discover the legality of this. What we may need to do is call this number repeatedly because every call costs the 800 number owners money. Just make sure you don't let the call forward to the switchboard so no tax money will be used. This is what happened after flag@whitehouse.gov was exposed. So many people spammed it that it forced them to take it down. After some investigating this 800 number may actually be run by liberal lobbying groups duping people into calling that number instead of the regular Capitol switchboard, then they give you the pitch and forward you to the real one.
